§ 2.152. Same—Powers and Duties Generally.

  • The Families, Parks and Recreation Board shall have the following powers and duties:

    (1)

    Officers. Elect its own chairman, vice-chairman, and secretary. The Board may designate one of its own members to serve as secretary or may designate some person not a member of the Board to serve as secretary thereof, without pay. A non-Board member secretary shall have no vote in the affairs of the Board.

    (2)

    Subcommittees. To create as many subcommittees as the Board deems appropriate, subject to approval by the Mayor.

    (3)

    Rules of Procedure. To adopt such rules of procedure as are necessary for the operation of the Board, provided they are consistent with the policies and ordinances of the City of Orlando and the laws of the State of Florida.

    (4)

    Recreation. To consult with, advise, and assist the Mayor and City Council in establishing a City-wide comprehensive system of supervised recreational, cultural and educational facilities and programs in their broadest sense, including, but not limited to, sports, athletics, playgrounds, recreation centers, and activities for the diversion and entertainment of both residents and visitors.

    (5)

    Public Facilities. To advise the Mayor and City Council as to the proper care and management of the facilities under the control of the Families, Parks and Recreation Department, and the charging of rental fees for the use of such facilities.

    (6)

    Families, Parks and Recreation Department. To recommend to the Families, Parks and Recreation Director the adoption of rules and regulations pertaining to the conduct of third persons at, in, or about public facilities and on public property which is under the direction of the Families, Parks and Recreation Department.

    (7)

    Coordinate with and assist neighborhood and homeowner associations concerning future recreation needs.

    (8)

    Recommend to the Families, Parks and Recreation Department priorities for the efficient expenditure of funds in maintaining existing resources and in developing new resources.

    (9)

    Perform such other duties as may from time to time be assigned by the City Council.
