§ 2.161. Powers and Duties.
In addition to the powers and duties defined by Laws of Fla. ch. 29358(1953), and subject to the limitations of such law, the Orlando Loch Haven Park Board shall have the following powers and duties:

Meetings. The Orlando Loch Haven Park Board shall meet at least bi-monthly at a regular meeting time to be fixed by the Board and shall hold such additional meetings as shall be called by the chairman or upon written demand of a majority of the members of the Board.
(2)
Plans for Development of Park; Master Plan. The Board shall plan the development of and make recommendations to the City Council for the development of Orlando Loch Haven Park as defined by Laws of Fla. ch. 29358(1953). The Board shall continue to update and review the master plan entitled "Orlando Loch Haven Park: A Detailed Master Plan" dated December, 1973, which was presented to and approved by the City Council of the City of Orlando on December 17, 1973. There shall be no variance from the above-cited master plan except by action of the City Council at a public hearing after receipt of a recommendation concerning the proposed variance from the Board.

Construction at Park. No construction shall take place on park property until plans for such construction are reviewed by the Board and a recommendation is made to the City Council by the Board. In making recommendation to the City Council, the Board shall specify among other items, any time limitations within which any particular construction shall be completed. No construction shall be allowed that does not conform to the terms of Subsection (2) above.
(4)
Scheduling and Coordinating of Park Use. The Board shall coordinate activities and projects within the park. No activity or project to be carried on in Orlando Loch Haven Park which will require the use of any portion of the park which is owned by or under the control of the City of Orlando (including parking lots) shall take place without the consent of the City Council after recommendation by the Orlando Loch Haven Park Board. Recommendations by the Board shall include user chargers for the property owned or under the control of the City.

Adoption of Rules and Regulations. The board is authorized to adopt rules and regulations to govern its operations and activities so long as such rules and regulations are consistent with this article and with Laws of Fla. ch. 29358(1953).

Deposit and Disbursement of Income. Any income derived by the Board or by the City from the operation of activities in Orlando Loch Haven Park, as defined by Laws of Fla. ch. 29358(1953), shall be deposited into the General Revenue Fund of the City.
(7)
Authority to Obligate City. The Board shall not have authority to obligate the City financially in any way and it shall not undertake to sell, lease, encumber or otherwise dispose of all or any part of Orlando Loch Haven Park without the approval of the City Council.
(8)
Recommendations to City Council. Wherever this section provides for a recommendation by the Board prior to City Council action, the Board shall make a recommendation within a reasonable time. In the event the Board does not furnish a recommendation to the City Council within a reasonable time, the City Council may act without the recommendation from the Board.
