The purpose of this Article is to provide adequate due process to applicants seeking
quasi-judicial determinations. This Article sets forth procedures for consideration
by a Hearing Officer of a decision or recommendation made by the Municipal Planning
Board, Board of Zoning Adjustment, Historic Preservation Board, or Human Relations
Board when such board decision or recommendation involves a subject matter determined
by resolution of the City Council to be quasi-judicial in nature. The provisions of
this Article shall supersede any conflicting City Code provisions, including but not
limited to procedures set forth in Chapter 2, Article XXVI, and Chapter 65.
