§ 31A.20. Rebuttable Presumption.

For purposes of enforcing the provisions of this chapter and in prosecution thereof, it shall be rebuttably presumed that any place which is the subject of either a validly issued regulatory permit as required in this chapter or a pending application for such regulatory permit is a commercial physical contact establishment.
