§ 39.75. Same—Definitions.

  • For the purpose of this Article, the following definitions shall apply:

    (1)

    Congested Traffic. Traffic on any public street which is delayed to the point that:

    (a)

    Motor vehicles cannot move through a 100-yard approach corridor to an intersection controlled by a traffic light within two complete green light intervals where the delay in forward movement is due to the position of other motor vehicles; or

    (b)

    Motor vehicles cannot move through a 100-yard approach corridor to an intersection controlled by a traffic light, stop sign, or yield sign within a five (5) minute period of time, where the delay in forward movement is due to the position of other motor vehicles; or

    (c)

    Motor vehicles cannot readily move forward on portions of the public street between intersections with other public streets because traffic speed is slowed to less than five (5) miles per hour, where the delay in forward movement is due to the position of other motor vehicles.

    (2)

    Cruising. The unnecessary repetitive driving of a motor vehicle on a designated street or roadway, past a traffic control point four (4) or more times in any two (2) hour period, during the restricted hours, upon a designated street with posted signs informing the public that the street is subject to regulation under the City of Orlando Cruising Control Ordinance, and that said regulation is in effect.

    (3)

    Designated Street. Any public street or roadway designated as a "No Cruising Area" pursuant to this ordinance provided that the roadway is under the control or maintenance of the City of Orlando. Any street or roadway so designated shall be clearly marked with signs advising the public that the street or roadway is subject to such regulation.

    (4)

    Green Light Interval. The period commencing upon the switching of a traffic light for a specific movement, from a red light to a green light through to the return of the red light.

    (5)

    Traffic Control Point. A clearly identified reference point on a designated street, as determined and marked by an "official traffic control device" posted at the direction of the Transportation Engineering Bureau Chief or his designee.

    (6)

    Official Traffic Control Devices. All signs, signals, markings, and devices placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning, or guiding traffic.

    (7)

    Restricted Hours. The days and times that cruising is prohibited, specifically between the hours of 7:00 p.m. and 4:00 a.m., on any day.

    (8)

    Restricted Area. Those streets or roadways designated by The Transportation Engineering Bureau Chief as a "No Cruising Area" and that are within that area of the City of Orlando bounded on the north by Colonial Drive, on the south by Anderson Street, on the west by Hughey Avenue, including the Church Street garage, and on the east by Rosalind Avenue south of Livingston Street and Magnolia Avenue north of Livingston Street.
