The SP Overlay District is intended to be a mechanism for creating urban design plans,
guidelines, and standards in a coordinated manner to help achieve the goals, objectives,
and policies of the Growth Management Plan. The SP Overlay District is also intended
to provide opportunities for public participation in the process of planning for the
enhancement of specifically defined areas.
It is further intended that the SP Overlay District shall operate in conjunction with
any other zoning district in which land may be classified, and that such lands may
be used as permitted by such other districts except as may be qualified by the requirements
of the SP Overlay District as set forth below.
