Parking lot landscaping required by this Part is intended to promote the public health,
safety and general welfare by establishing minimum requirements for the amount, location
and maintenance of landscaped areas in connection with parking lots and other vehicular
use areas; to protect the character and stability of residential, business, institutional
and industrial areas; to channelize and define logical areas for pedestrian and vehicular
circulation; to reduce heat and glare generated by paved surfaces; to conserve the
value of land and buildings on surrounding properties and neighborhoods; and to enhance
the scenic values of the City Beautiful.
