§ 62.300. Applicability and Scope of Review.

  • Elements for Review. Appearance review standards and procedures shall include both privately and publicly owned properties. Elements under review within these areas include:

    a.

    Improved and unimproved land, including open spaces, streets and parkways, playgrounds, gardens, malls, streams, yards, rights-of-way and other elements;

    b.

    External architectural features of buildings and structures of all types, visible to the eye and above grade;

    c.

    Landscaping, land topography and plant life, natural and man-made;

    d.

    Walks, drives, parking areas, plazas;

    e.

    Exterior hardware, signs and markers, posts and fences, barriers, exterior lighting fixtures, and other structures.

    Factors for Evaluation. The following factors and characteristics relating to a development, and which affect appearance, shall govern the Appearance Review Official's evaluation of a design submission:

    a.

    Conformance to the Code and the GMP;

    b.

    Logic of design;

    c.

    Exterior space utilization;

    d.

    Attractiveness;

    e.

    Materials selection;

    f.

    Compatibility with surrounding properties;

    g.

    Circulation—vehicular and pedestrian;

    h.

    Accepted architectural principles;

    i.

    Protection of property values; and

    j.

    Revitalization of depressed areas.

    Scope of the Review. Whenever a development application is subject to review by the Appearance Review Official, the scope of the review shall be restricted to the individual building element(s), or portion of building(s) or site(s), which are being repaired, modified, replaced or developed; except where the application involves a substantial enlargement, substantial improvement or new construction, in which case the Appearance Review Official shall consider the entire building site in his review.
