§ 62.400. West Washington Street Special Plan.
OBJECTIVES
The West Washington Street Special Plan is intended to achieve the following design objectives:

Encourage residential driveway access on Polk Street and Dewitt Drive where feasible, rather than on Washington Street.

Screen residential properties from Washington Street through fencing and hedging.

East of Parramore Avenue, orient residential properties toward Washington Street and Callahan Park, but use Ossie Street for driveway access where feasible.

West of Parramore Avenue, encourage commercial driveway access on Washington Street where feasible, rather than on Polk Street and Dewitt Drive.
-
Encourage screening and buffering between industrial/commercial development and residential areas.
RESIDENTIAL DEVELOPMENT STANDARDS
Residential development standards for the West Washington Street Specially Planned Area are illustrated in Maps located in Figure 26 (Residential Development Standards).
Driveway Access. Residential development shall, wherever feasible, take driveway access from Polk Street, Dewitt Drive, Ossie Street or other available side streets, rather than Washington Street. In such cases, vehicular access rights to Washington Street shall be dedicated to the City of Orlando.
Residential Property Orientation. Residential development shall be visually oriented toward Polk Street, Dewitt Drive or other side streets from which they take driveway access. However, residential properties between Parramore Avenue and Terry Avenue shall, wherever feasible, be oriented toward Washington Street and Callahan Park, using Ossie Street as a rear access service street.
Fencing and Hedging Along Washington Street. Residential development shall be screened from Washington Street by means of fencing, hedging and other landscaping. At a minimum, such screening shall include:

a chain-link fence.

at least one vine planted within each 5 feet but not necessarily evenly spaced 5 feet apart.

a hedge.
NONRESIDENTIAL DEVELOPMENT STANDARDS
Nonresidential development standards for the West Washington Street Specially Planned Area are illustrated in Figure 27 (Commercial and Industrial Development Standards).
Driveway Access—West of Parramore Avenue. Nonresidential developments located west of Parramore Avenue shall wherever feasible take driveway access from Washington Street, rather than from Dewitt Drive or other side streets.
Driveway Access—East of Parramore Avenue. Nonresidential developments located east of Parramore Avenue may take driveway access from Ossie Street, and shall avoid taking access from Washington Street wherever feasible.
Screening From Residential Uses. Nonresidential developments shall be screened from abutting residential uses in accordance with the Bufferyard requirements of Chapter 60. In cases where a building site, because of its substandard area or the location of existing structures on the site, is unable to accommodate the required bufferyard, the nonconforming Bufferyard requirements of Chapter 60 shall apply.
RESTRICTED USES IN AC-2 DISTRICTS
In order to encourage office and neighborhood-serving commercial uses within the portion of the AC-2 district which extends into the Specially Planned Area, the following land use restrictions shall apply.
Existing warehouses within the AC-2 district shall be deemed to be conforming uses; however, all other uses listed as permitted or conditional in the AC-2 district shall be prohibited except residential uses, offices and the following neighborhood-serving uses:
Amusement Center.
Antique Shop.
Art Shop.
Bank.
Bicycle Shop.
Bookstore.
Drug Store.
Florist.
Game Room.
Gasoline Sales.
Gift Shop.
Grocery Store.
Hardware Store.
Jewelry Store.
Lunch Counter.
Music Shop.
Newsstand.
Radio & TV Store.
Racquetball, indoor.
Restaurant.
Skating Rink.
Stationery Store.
Tennis, indoor.
Theater.
Any similar use as determined by the Planning Official shall also be permitted.
Expansion of any existing warehouse shall be subject to review as a Conditional Use, and whenever any warehouse is changed to one of the above uses, it may not thereafter be changed back to a warehouse.
DESIGN GUIDELINES FOR CITY PROJECTS AND PROGRAMS
Sidewalks. The City shall develop programs to construct missing links in the sidewalk system.
Dewitt Drive Medians. The City shall install landscaping in the medians of Dewitt Drive to assist in screening between residential and non-residential uses.
Residential Property Orientation. The City shall encourage consolidation of residential properties between Washington Street and Ossie Street, and orientation of such properties toward Washington Street and Callahan Park, using Ossie Street as a rear access service street.
