Chapter 62. HISTORIC PRESERVATION AND ARCHITECTURAL DESIGN |
Part 4. SPECIALLY PLANNED AREAS |
§ 62.403. North Lucerne Circle Special Plan.
OBJECTIVE
Recognizing the unique physical setting of Lucerne Circle North between Magnolia Avenue and Delaney Avenue, this Special Plan is designed to foster the adaptive reuse of the historic structures and to promote employment as well as entertainment activities. This plan establishes standards to enable the adaptive reuse of the historic structures and the redevelopment of the non-historic structures along the block in accordance with the policies of the Downtown Growth Management Area Plan and the Lake Cherokee Historic District.
DEVELOPMENT STANDARDS
Zoning District Regulations. In addition to the uses shown in Chapter 58, Part 1, Figure 2, the following shall be permitted:
Eating and Drinking Establishments.
Bed and Breakfast.
Civic Clubs.
Art Studio.
School for Hotel and Restaurant Operations.
Hotel (Maximum of 15 Rooms).
In addition to the uses shown in chapter 58, Part 1, Figure 2, the following shall be a conditional use:
Light Retailing as a principal use.
Hotel (Maximum of 30 Rooms).

Parking Requirements. No variances to the required number of parking spaces shall be considered by the Board of Zoning Adjustment. Off-site parking beyond 300 feet shall be permitted upon verification that a service such as valet or shuttle to the building site shall be provided during the hours of operation. Verification shall be either a remote parking encumbrance as defined in Chapter 61, Part 3 of this Code or proof of a contractual service.
Signs. The following signs shall be prohibited:
Pole Signs.
Roof Signs.
The design and placement of all signs shall be reviewed by the Historic Preservation Board in accordance with the guidelines of the Lake Cherokee Historic District.
Sidewalk Display. No outdoor display of merchandise shall be permitted except as provided by Chapter 58, Part 5B, Section 58.846.
Implementation. The requirements and standards of this Specific Plan shall apply in addition to any other requirements of this Code. If there is a conflict between the other requirements and this Specific Plan, the requirements and standards of this plan shall apply.
