The purpose and intent of this part is to ensure that outdoor lighting (or "exterior
lighting") has a positive visual impact on surrounding properties. To that end, exterior
lighting should be designed, installed, and maintained in a consistent and coordinated
fashion to provide safe, convenient, and efficient lighting for customers, pedestrians,
and vehicles. Outdoor lighting must also avoid the creation of hot spots, glare, obtrusive
light, unreasonable light pollution, light trespass, and visual nuisance. This part
is also intended to promote energy conservation. Also, exterior lighting should accentuate
key architectural elements of buildings, and highlight or otherwise emphasize landscape
features.
