Within ninety (90) days after the date the City Council receives the initial affordable
housing incentives recommendations report from the Committee, City Council shall adopt,
by ordinance, the City of Orlando Affordable Housing Incentive Plan. The plan shall
consist of the adoption of specific initiatives to encourage or facilitate affordable
housing and a schedule for implementation of those initiatives. The plan shall include,
at a minimum, a schedule for implementation of expedited permit processing for affordable
housing projects and a process for review of local policies, ordinances, regulations,
and plan provisions that significantly impact the cost of housing.
