§ 1. Authority to Establish by Ordinance; Contents of Ordinance Establishing.

The City Council of the City of Orlando, shall have authority to establish by Ordinance an Orlando Parking Commission for the City of Orlando, Florida; said Ordinance shall prescribe the qualifications of the members of said Commission and shall provide for their nomination, election or selection and recall. Any such Ordinance shall prescribe the rights, powers and duties of such Commission.
