§ 4. Certificates of Indebtedness.

The City of Orlando is authorized to issue certificates of indebtedness to pay for the facilities herein provided and is authorized to provide for the payment of such certificates, authorized to refund certain outstanding certificates of indebtedness, to provide for remedies in the event of default by the city.
