§ 25. Additional Power to Borrow on Notes.

The City of Orlando, in the State of Florida, may, by ordinance, when deemed by the City Commission of said City to be necessary or for the best interest of such City, authorized to borrow money in anticipation of the collection of delinquent taxes of such City and may be authorized to issue the negotiable notes of such City evidencing such loan.
