§ 7-1. Purchase or Sale of Property Relating to the Closure of the Orlando Naval Training Center.
(1)
Notwithstanding the provisions contained in Chapter 13, Section 7 of this Charter, property located on and adjacent to the Orlando Naval Training Center and its annexes, (as shown on maps on file in the City Clerk's Office) may be acquired by the City or its duly constituted Community Redevelopment Agency, through purchase or lease, from the Federal Government through the use of negotiated sale, public benefit conveyances, economic development conveyances, or such other methods of conveyances as may be established from time to time by Federal Statutes, when such acquisition is in the best interest of the City of Orlando or the Community Redevelopment Agency. Such acquisition shall be approved by a majority vote of the City Council or the Community Redevelopment Agency at a duly called meeting.

Such property shall be disposed of by the City or Community Redevelopment Agency through the use of sales or leases, or such other methods as may be deemed desirable. Any proposal for the disposition of real property owned by the City or the Community Redevelopment Agency, either by sale or by lease for a term not exceeding ten (10) years, shall be deemed approved when the proposal receives a majority vote of all of the members of said City Council or the Community Redevelopment Agency. Should the fair market value of the property exceed five million dollars ($5,000,000.00), or should the term of the lease exceed ten (10) years, then such action shall not be effective unless it has been acted upon by the City Council or the Community Redevelopment Agency after a public hearing preceded by at least seven (7) days by publication of a notice of the proposed action.
(3)
The City Council or the Community Redevelopment Agency shall not approve the sale, lease or other alienation of real property owned by the City or Community Redevelopment Agency for a price or rental below fair market value or fair rental value, except for specific good cause shown and except in cases involving alienation to another public agency.
(4)
The term "notice" as used in this section shall mean an advertisement placed in a daily newspaper of general circulation in Orange County, Florida, which advertisement shall include the following information:
(a)
The date, time and place of the hearing;
(b)
A legal description of the real property involved, or a map depicting the location of said real property;
(c)
The street address of said property, if available;
(d)
The names and addresses of the proposed purchaser of the property;
(e)
The city or community redevelopment agency estimate of the fair market value or fair rental value of the real property involved;
(f)
The proposed purchase price, sale price or lease payments; and
(g)
If a purchase, a succinct statement of the source of funds proposed to be utilized for acquisition of the land and for the cost of any subsequent imminent construction thereon.
(h)
No parcel of real property shall be divided for the purpose of evading this section.
(i)
This section shall apply only to property on the Orlando Naval Training Center and its annexes. Disposition of property which is held in the name of the City of Orlando shall be approved by the City Council; disposition of property which is held in the name of the Community Redevelopment Agency shall be approved by the Community Redevelopment Agency.
