§ 2. Council to Provide by Ordinance for Elections.

Except as otherwise herein specifically provided, the City Council is authorized to provide by ordinance for all the details and procedures for holding municipal elections, the qualifying of candidates, including the registration and qualifications of electors, absentee voting, designation of election officials and polling places, canvassing of returns and all similar election details.
