§ 11. Lateral Service Pipes and Drains.

  • Whenever the City Council shall deem it necessary or expedient for the protection or preservation of the pavement which shall have been ordered to be constructed in any street of the City that service pipes be laid from the main sewer or water mains or gas mains in the street to the property line or to the curb as the Council may deem proper in advance of the paving of the said street, the City Council shall have full power to install a sufficient number of service pipes of laterals from the main sewer or water main or gas main as the case may be, to accommodate each abutting lot or parcel of land and the total cost of installing said service pipes or laterals shall be assessed against the abutting property to be benefited and lien certificates may be issued therefor and sold as provided by this Act or the City Council may proceed to file a lien for the same and to collect it in the same manner as provided by law for the collection of municipal liens for sidewalks.
