§ 4. Assessment of Liens for Benefits Received by Abutting Property; Apportionment of Cost.
Where, according to law, the City Council of the City of Orlando, Florida, is authorized to assess liens against abutting property for benefits received from municipal improvements, the City Council is authorized to take into consideration the fact that any particular parcel of property involved abuts upon more than one street which has been or may be improved, either with paving, sewers, or sidewalks. In such case, the City Council is authorized to apportion the benefits to be received by such property proportionately and may assess the liens in proportion to the benefits so apportioned. The purpose of this Act is to provide for the equitable assessments of benefits against the particular type of property referred to in this Act and to enable the City Council to avoid levying unjust or inequitable assessments that might result from assessing all sides of such property abutting on public ways, strictly according to front foot measurements.
