§ 13. Authorizing Certificates by Resolution, etc.

This Act shall be considered complete and exclusive authority for the issuance of the certificates of indebtedness herein authorized, and said certificates of indebtedness may be authorized by resolution adopted on one reading, which resolution need not be published and shall become effective immediately and shall not be subject to referendum. The provisions of the charter of the City of Orlando with respect to the authorization and issuance of such certificates of indebtedness. No proceedings, notices or publications of any nature not herein expressly required shall be necessary to the authorization and issuance of said certificates of indebtedness.
