§ 2.66. Not to be Exceeded; Exception as to Emergency Appropriations.

Upon the adoption of the annual budget, no department, commission, bureau, office, division, officer or employee of the City shall pay for, contract for or in any manner obligate the City to pay for any services, materials, goods, wares, merchandise, supplies, chattels, equipment, personal property, salaries or wages in excess of the amount set forth in the budget for such item; provided, that nothing herein contained shall be construed as a limitation upon the authority of the Mayor or the City Council with reference to emergency appropriations or expenditures.
