§ 2.67. Provisions of Budget.

In the annual budget the City Council may provide, in such detail as it may deem advisable, the manner in which any services, materials, goods, wares, merchandise, supplies, chattels, equipment or personal property must be purchased and the limit of the amount authorized to be expended for any such item, and it shall set forth the maximum limit authorized to be expended for salaries and wages by the City, making such division of such authorized maximum limitation among its departments, commissions, bureaus, offices, divisions, officers or employees as it may deem advisable, and specifically fixing such particular salaries or wages as it may deem advisable.
