The general administration and responsibility for the proper operation of the Employees'
Retirement System are hereby vested in the City Council, and the Council shall have
the power to establish, from time to time, such rules and regulations for the administration
of the Employees' Retirement System as may be necessary and to enter into any contracts
or agreements whereby the provisions of this division may be carried out. The City
Council shall have the power to establish one or more pension advisory committees
whose purpose shall be to review, investigate and recommend to City Council proposals
concerning the Employees' Retirement System. The City Council further reserves continuous
power to amend this division from time to time as may be necessary.
