There is hereby adopted and established a Deferred Compensation Program for elected officials, appointed officials and employees of the City of Orlando and such officials and employees are hereby authorized to participate in such Deferred Compensation Plan or plans as may be subsequently approved and administered in accordance with the provisions of this division.
