§ 61.320. When Additional Parking Spaces are Required.
(a)
New Use. Whenever a new use is established at a new development site or at an existing building site, parking spaces shall be provided in the amount required by this Part.
(b)
Expansion or improvement. Whenever an existing building or structure is enlarged or substantially improved parking spaces shall be provided in the amount required by this Part for the total development program on the building site.
(c)
Change to another Use. Whenever the use at an existing building or structure that has a conforming number of parking spaces is changed to another use that has a higher parking requirement, parking spaces shall be provided in the amount required by this Part.
(d)
Increase in Intensity. Whenever an existing use is changed to higher intensity class according to Chapter 58 Figure 3, parking spaces shall be provided in the amount required by this Part.
(e)
Complementary Uses. Whenever an existing building includes one or more of the complementary uses listed below and combined floor area of the complementary uses is equal to or less than the thresholds provided in the table below, parking for all uses in the building shall be based on the parking ratio that applies to the principal use. When the combined floor area of complementary uses in an existing building exceeds the thresholds provided in the table below, parking shall be provided in the amount required by Figure 27 for each separate use.

Establishment35% Warehousing & Storage General Office 15% The Zoning Official may define other complementary uses that function in a similar fashion, and may approve similar percentages by determination. Such determination may also involve consideration of trip generation of the complementary uses, the average mode split of the applicable transportation analysis zone, peak parking demand hour of each use, and urban form of the surrounding area (where pedestrian friendly areas would require less parking) in addition to the difference in parking requirements.
(f)
Exceptions. For all properties within the Downtown Parking Area and City designated Main Street areas defined by the Planning Official, the following exceptions and changes to the counting rules may be granted by the zoning official by determination:
(1)
Buildings undergoing a substantial improvement are not required to provide additional parking spaces.
(2)
Buildings undergoing enlargement must provide the required number of parking spaces for the amount of the enlargement only, when the existing amount of parking is non-conforming for parking minimums. However, the building site must retain the existing number of parking spaces for the existing development program.
(3)
Existing parking spaces may be retained, relocated or reconfigured on the building site, provided the total number of parking spaces is not decreased.
No credit or vesting may be granted for building areas that are demolished for the above exceptions.
