§ 62.302. General Standards.

  • Each District Report shall contain standards for the review of new development, additions and remodeling within the applicable AR District, which shall at a minimum include the following:

    Height. The District Report shall consider the relationship of the height of buildings to that of nearby structures. As a general rule, a new building shall be constructed so as to relate through its architectural features to the heights of existing buildings on the same block and across the street.

    Scale. The District Report shall consider the relationship of the size and proportions of buildings to the scale of nearby buildings. Even if much larger than its neighbors in terms of square footage, the building shall maintain a similar scale and rhythm as the existing buildings.

    Massing. The District Report shall consider the manner in which uninteresting boxlike forms shall be broken into smaller, varied masses where varied masses are common to most nearby buildings from the period of original construction.     Directional Expression. The District Report shall consider the relationship between the directional orientation of the building and the predominant orientation of nearby buildings.

    Entries. The District Report shall consider the manner in which the main entrances to a building shall be articulated with porches or other architectural forms characteristic of nearby buildings.

    Roof Shapes. The District Report shall consider the relationship of roof forms to those found in the area. For the portion of a building visible from the pedestrian level, repetition of the existing or traditional roof shapes, pitches, and materials shall be encouraged on new construction as one way of making new structures more visually compatible.

    Age. Buildings shall usually be recognized as products of their own time. Alterations which seek to create an earlier or later appearance shall not be encouraged in those districts where historic architectural qualities are identified as worthy of protection in the District Report.

    Materials. The District Report shall consider the appropriateness of restoration and repair of original materials on existing buildings.

    Landscaping. Landscape elements considered in AR Overlay Districts shall include all forms of planting and vegetation, ground forms, rock groupings, water patterns, and other visible elements.

    Accessory Structures. Mechanical equipment, utility hardware, refuse and waste removal areas, and exterior storage and work areas which cannot be designed in conformance with the standards of the District Report shall be screened from public view or located so as not be visible from public ways.
