Chapter 62. HISTORIC PRESERVATION AND ARCHITECTURAL DESIGN |
Part 4. SPECIALLY PLANNED AREAS |
§ 62.404. Lake Underhill Special Plan.
OBJECTIVE
The Lake Underhill Special Plan is intended to achieve the following design objectives:
a.
create a buffer/transition from the East-West and Lake Underhill for the nearby residential neighborhood;
b.
maintain the vitality of the district and to direct redevelopment; and
c.
be treated as a unified district similar to a neighborhood shopping district.
PLAN IMPLEMENTATION
This special plan shall apply to all new development or redevelopment of any building site, including any substantial enlargement or substantial improvement as defined by Chapter 66 of this Code.
The requirements of this special plan shall apply only within the construction limit of the development (including all required off-site improvements pertaining to the development such as landscaped buffers or driveways which directly serve the development).
The requirements and standards of this special plan shall be used in addition to the zoning district requirements of AC-N Zoning District. If there is a conflict between those requirements and this plan, this plan shall apply.
TRANSPORTATION ACCESS
In order to provide consistent site design throughout the SP district, all access driveways shall be curbed with a minimum flair radius of 15 feet, and a maximum flair of 25 feet. Location of access points shall be as indicated in the Illustrated Site Plan (Figure 38). Shared driveways are required through joint access easements among individual properties.
PARKING
Minimum parking requirements shall be as follows:
Storage & warehouse: 1/1000 sq. ft.
Office & warehousing in the same structure: 1/600 sq. ft.
All other uses: 1/300 sq. ft.
ADDITIONAL PERMITTED ACTIVITIES
AC-N District*. In addition to the uses shown in Chapter 58, Figure 2, the following uses shall be permitted uses in the AC-N district:
Office/warehouse.
In addition to the uses shown in Chapter 58, Figure 2, the following uses shall be conditional uses in the AC-N district:
Hotels and motels.
Light manufacturing and processing.
Passenger vehicle services.
Warehouse/showrooms.
Wholesaling and warehousing.
In addition to the uses shown in Chapter 58, Figure 2, the following uses shall be prohibited in the AC-N district:
Billboards.
Parking—principal use.
Outside storage of any kind.
*Prior to any development or redevelopment, landscaping material shall be installed along the east and south property lines of the special plan district and the trash containers shall be screened.
SITE DESIGN AND LANDSCAPE
In order to create a unified image for commercial business districts the following site design and landscape standards and requirements shall apply:
Circulation. Interior vehicular circulation shall be planned in such a way that all parking areas can be connected to one another. (See also Transportation Access.)
Lake Underhill Road Streetscape. Properties along the right-of-way of Lake Underhill Road shall provide street landscape plantings to achieve a parkway effect along Lake Underhill Road. The following standards and requirements shall be used as guidelines for design and installation:
a.
The parkway shall be at a minimum width of 15 feet. Within the fifteen foot parkway, sod, groundcover, hedges, trees, and five-foot concrete sidewalks shall be installed. All trees and shrubs used within the parkway shall be only those species listed in this section. All trees shall be at a minimum of 16 feet in height or 2.5 inch caliper at the time of installation. Hedges shall be at least two (2) feet in height at the time of installation. These hedges shall not exceed four (4) feet in height.
b.
The parkway shall be located within the centerline setback of Lake Underhill Road. The parkway shall also be credited toward shade coverage requirements and parking lot landscaping requirements as per Chapters 60 and 61 of this Code, provided that:
1.
Parking areas are located adjacent to the parkway if the parkway is to be used for parking lot landscaping;
2.
Landscape material is provided to meet or exceed the parking lot landscape requirements.
Gaston Foster Road Streetscape. Properties along the right-of-way line of Gaston Foster Road shall provide street landscape planting to achieve a parkway effect along Gaston Foster Road. The following standards and requirements shall be used as guidelines for the design and installation:
a.
The parkway shall be at a minimum width of 12 feet. Within the twelve foot parkway, sod, groundcover, hedges, trees, and a five foot concrete sidewalks shall be installed. All trees and hedges used within the parkway shall be only those species listed in this section. All trees shall be at a minimum of 16 feet in height or 2.5 inch caliper at the time of installation. Hedges shall be at least two (2) feet in height at the time of installation. These hedges shall not exceed four (4) feet in height.
b.
The parkway shall also be credited toward shade coverage requirements and parking lot landscaping requirements as per Chapters 60 and 61 of this Code, provided that:
1.
Parking areas are located adjacent to the parkway if the parkway is to be used for parking lot landscaping;
2.
Landscape material is provided to meet or exceed the parking lot landscape requirements.

Interior Landscape. All interior landscape plants provided to meet the requirements of Chapter 60 shall be similar to the plant material provided in the parkway. Additional interior landscape plants not counted toward the requirement may be varied based on the approved plant species of Chapter 60.
Dumpsters. Dumpsters and/or trash receptacles shall be located within or accessible from a vehicular area. All dumpsters shall be screened by landscape material or walls and shall not be visible from adjacent residences.
Utility Lines. All utility lines shall be located underground with the exception of switch gears, meter boxes, or valves which normally need to be accessible for service, repair, or reading.
BUILDING AND STRUCTURE DESIGN
The following design criteria and requirements are intended to protect the abutting neighborhoods and promote a consistent appearance of buildings within the district.
Building Orientation. The front facade of all new buildings located on Lake Underhill and Gaston Foster Roads shall face toward the road. A building located on a corner lot may face either or both roads.
Building Height. No buildings within the district shall exceed thirty-five (35) feet in height.
Signs.
a.
The following sign types shall be prohibited:
Trailer signs;
Moving, traveling or flashing signs.
b.
No ground or pole signs shall be permitted except directory signs which contain the identification of a development or names or identification of more than three businesses within a development (with the exception of traffic-related signs such as stop signs, entrance and/or exit signs).
Facade Materials. The exterior wall of all sides of a building shall be constructed of permanent and durable material. The following list of materials shall be prohibited for exterior walls:
Unpainted wood.
Unpainted concrete blocks (except decorative blocks).
Concrete block without finished stucco or plaster (front facade visible from public street only).
Wood shingle (whether stained or painted).
Asphalt or fiberglass shingle (except for roofing purposes).
Light reflective glass or mirror shall not be used on the facade facing the residential district. Regular glass or tinted glass shall be allowed.
Lighting. Parking lot and security lights shall be shielded or directed away from abutting residential areas.
