§ 65.192. General Functions, Powers and Duties.

  • Inspections. The Planning Director shall order inspections of property in an effort to obtain information relating to violations and in other instances where inspections are necessary in order to insure compliance of regulations of this Chapter.

    Entering on Property. The Planning Director, in the performance of his duties and functions, may enter upon any land during reasonable hours and make examinations and surveys that do not occasion damage or injury to private property.

    Violations. The Planning Director shall order prompt investigation of complaints and violations, and shall endeavor to prevent violations or detect and secure the corrections of violations. He shall also initiate lawful action necessary to insure compliance with or prevent violation of regulations contained in this Chapter.

    Written Records. The Planning Director shall maintain written records of all official actions of his office with relation to administration, and of all complaints and actions taken with regard thereto, and of all violations discovered by whatever means, with remedial action taken and disposition of all cases; and the same shall be a public record.

    GMP Consistency Determinations. The Planning Director shall be responsible to review all Building Permits for consistency with the goals and policies of Orlando's adopted Growth Management Plan (GMP), and shall also review the minutes of various City boards and agencies (including, but not limited to, the Downtown Development Board, Historic Preservation Board, and the Board of Zoning Adjustment), to determine the consistency of the decisions of such boards and agencies with the goals and policies of the Growth Management Plan.

    Files and Applications. The Planning Director shall be responsible for the receipt, review for completeness and substantial compliance, official acceptance, and maintenance of current and permanent files, applications and records for all applications for Development Approval for Development of Regional Impact, annexation and initial zonings, abandonments, Zoning Map Amendments (rezones), Special Exceptions, Conditional Uses, Subdivision Plats, Development Plans, Site Plans and other zoning permits and approvals required by this Chapter.

    Public Distribution of Documents. The Planning Director shall ensure that there are a supply of copies for public distribution of the compiled text of this Chapter, the adopted Growth Management Plan, Capital Improvements Program, and the rules of the Board of Zoning Adjustment and Municipal Planning Board.

    Provide Assistance. The Planning Director shall provide such administrative, technical and consultative assistance as may be required by the Board of Zoning Adjustment, the Municipal Planning Board and other boards and agencies of the City, in the exercise of their duties relating to this Chapter.

    Other. The Planning Director shall perform such other duties and functions as are required by the provisions of this Chapter, including making decisions and determinations in the capacity of the Building Official, Planning Official, Zoning Official, and the Appearance Review Official.
