§ 65.254. The Review Process.
Conformance with Florida Statutes ch. 380. The review procedures shall be in conformance with Florida Statutes § 380.06 and all other state regulatory requirements.
Technical Review Committee. Copies of the Application for Development Approval and Master Plan shall be forwarded to all members of the Technical Review Committee for review. The Planning and Development Department will review the application for consistency with the requirements of State Law, the recommendations of the East Central Florida Regional Planning Council, the Provisions of this Part, and all other applicable provisions. The Technical Review Committee (TRC) shall meet to review the application, and the applicant or his representative should also be present at the meeting. Following the meeting, the TRC shall prepare recommendations for the consideration of the Municipal Planning Board for approval of the Application for Development Approval and Master Plan.
Municipal Planning Board. The Municipal Planning Board shall hold a public hearing with due public notice to consider the application. Based upon the application, the requirements of this Chapter, the provisions of Florida Statutes ch. 380, and the recommendations of staff, the Board shall make a recommendation to approve, deny, approve with modifications or conditions, or refer the matter back to the TRC for further consideration based on specific instructions.
City Council Review. The recommendations of the Municipal Planning Board shall be submitted to the City council for final review and approval or denial. If the application is approved the City Council shall issue the Development Order, which shall be recorded in the Public Records of Orange County.
