Notwithstanding any provision of this Procurement Code to the contrary and except
as precluded by law, contracts for professional services shall be procured in accordance
with the Consultant's Competitive Negotiations Act (CCNA), Section 287.055, Florida
Statutes, as applicable. In accordance with the requirements of the CCNA, consultants
for professional services shall be evaluated upon their qualifications for the work,
including, but not limited to, such factors as the ability of professional personnel,
past performance, workloads, and location of the firm.
