§ 16-1. Power to Seize Vehicles Left Unattended so as to Constitute a Hazard.
The City of Orlando, by and through its proper officers, be and it is hereby authorized and empowered to take up, seize, store and dispose of any vehicle from any street or alley within the corporate limits of said City, which has been left unattended in such a location as to constitute a hazard to safe traffic or an obstacle and threat to the health, general welfare and safety of the citizens of said City. The City Council of said City is hereby empowered and authorized to pass any and all ordinances and regulations for prohibiting the leaving of vehicles in such locations and for the taking up, seizing, storing and disposing of such vehicles. The said City Council shall determine by ordinance the type of locations which can reasonably be determined to constitute a threat, hazard, or obstacle to the health, safety and general welfare of the citizens of said City.

Section 2 of the act which added this section provided as follows: "All ordinances and regulations heretofore enacted by the city council of said city for the purposes expressed in this act be and the same are hereby validated, ratified and confirmed and the legislature hereby determines that such ordinances and regulations are within the reasonable exercise by said city of its municipal powers for the protection, promotion and preservation of the health, safety, general, welfare and property of its citizens."
