§ 4. Right to Pay Taxes to Protect City Claims.

City of Orlando is hereby authorized and empowered to pay state and county taxes upon any property upon which the City has a lien or liens inferior and subordinate to the lien of state and county taxes if and when, in the discretion of the governing authority, such payment of state and county taxes would facilitate the liquidation of the claims of City of Orlando against any such property to the best interests of the taxpayers of City of Orlando.
