§ 12. Purpose and Intent of Act.

It is the purpose and intent of this Act to provide the authority of the City of Orlando, the County of Orange and the state road department of the State of Florida to enter into arrangements and agreements necessary to bring about the construction and improvement of roads, highways and highway structures and rights-of-way acquisition within the said City of Orlando and further to provide authority to said several agencies of government necessary to effectuate the purposes of this Act.
