§ 3. Authority to Make Contracts and Execute Instruments.

  • The city is further authorized to make all contracts and execute all instruments which in the discretion of the city council may be necessary, proper or advisable in and for the erection, acquisition, furnishing, equipment, operation and maintenance of the building herein authorized, and is authorized to carry out and perform the covenants, terms and conditions of all such contracts or instruments.
