§ 2. Power to Borrow Money for Payment of Cost, etc.; Issuance of Certificate of Indebtedness.

For the purpose of paying the cost of the erection, acquisition, equipment and furnishing of such building and the cost of a site for such building, the City of Orlando is authorized to borrow money and to issue its certificates of indebtedness in such amount not greater than one million dollars ($1,000,000) as is necessary for such purpose, and is authorized to provide for the payment of said certificates of indebtedness and for the rights of the holders thereof as hereinafter provided.
