§ 61.231. When Private Street Requirements Apply.
The requirements of this Part shall apply wherever a vehicular travelway proposed as part of a subdivision or other development has all of the following characteristics:
(a)
It will not be (or has not been in the past) dedicated to any public body;
(b)
It provides access to more than one property owned in fee simple; and
(c)
Its primary function is to provide traffic circulation between the various properties it serves and to public streets, rather than to provide access to individual parking spaces.
