§ 32. Same—"Dependent" Defined.

"Dependent" as herein employed shall be construed to include the widow, minor child or parent of a deceased employee of said City. The City Council shall in each instance, however, determine that such widow, minor child or parent was actually dependent upon such employee at the time of his death.
