§ 33. Annual Budget—Generally.
Each year the City Council of the City of Orlando shall adopt a budget covering anticipated expenditures of all departments of City government under the control of the City Council, including operating expenses, anticipated capital outlay and expenditures for materials, labor, equipment and supplies for all such departments.
Said budget shall be adopted and approved by resolution and can only be changed, varied or altered by resolution or administrative amendment; except that funds may be transferred from one item to another or from one department to another as hereinafter provided, if the total amount of the aggregate City budget is not changed. In the event that an amendment is proposed which would have the effect of increasing the total amount of the appropriations fixed for the applicable fiscal year, then such amendment must be adopted in accordance with the provisions of Sections 2.69 and 2.70 of the City Code.
