§ 34. Same—Expenditures to be Budgeted Only in Amount of and Against Reasonably Anticipated Income for Next Ensuing Fiscal Period.
In preparing and adopting the annual budget for the City of Orlando, the City Council shall budget expenditures only in the amount of and against reasonably anticipated income for the next ensuing fiscal period for which such budget is adopted in the light of income from established sources during the preceding fiscal period and reasonable anticipations from any new source of income. This provision shall not be varied or changed during the fiscal period except as provided in Sections 2.69 and 2.70 of the City Code.
