§ 11. Authority of Council to Pledge Full Faith and Credit of City to Payment of Certificates; Levying Taxes to Pay Principal and Interest.

If the city council considers it advisable the full faith and credit of the city may be pledged to the payment of the certificates of indebtedness herein authorized, and the city may agree to levy taxes on all taxable property fully sufficient to pay principal and interest or to supplement the revenues pledged to the payment of the certificates in the event such revenues prove insufficient. No statutory or charter limitation of indebtedness shall be applicable to the issuance of the certificates.
